The Youth Participation and Employment (YPE) is an Oxfam IBIS’s four-year programme begun in December 2018 in Egypt, Jordan, Morocco and Tunisia with support from the Danish Arab Partnership Programme. By building diverse and effective partnerships, it seeks to achieve three key outcomes:

  • Strengthened technical and life skills that enable young people to actively engage in society;
  • Increased organisational capacity of institutions, the private sector, entrepreneurs and communities to support young people;
  • Enhanced advocacy and dialogue between youth, public and private institutions, and business.

The programme supports partners and stakeholders through a range of strategies:


  • Vocational training and development of professional skills
  • Training of trainers to become employment counsellors and deliver soft and technical skills
  • Employment training programs for specialized employment topics and life skills
  • Soft and job-oriented skills training, online self-development and employment skills courses


  • Enterprise management skills training, mentoring and market access events
  • Seed funding for start-ups through acceleration programs
  • Support youth-led initiatives
  • Promote inclusive youth participation
  • Networking with private companies


  • Facilitating contact between employers and job seekers
  • Entrepreneurial coaching sessions and networking opportunities
  • SMEs and individual projects to start or improve their businesses
  • Workshops with entrepreneurs and start-up acceleration


  • Promoting decent work
  • Credit facilities set up
  • Feasibility study and marketing campaigns
  • Social enterprise support through grant scheme and technical advisory services
  • Innovative fund set-up to support youth’s access to finance
